API (Rest, XMLRPC, other) (Ticket #115)

A REST API, or some other means of accessing the Traq API from outside the application would be really great.

It would make it a lot easier to create tools, like desktop issue browsers, plugins for TortoiseSVN, etc.

List tickets.
Create tickets.
Modify – or at least add a commment to – tickets.
